$13-million reconstruction of Windsor’s Cabana Road West underway

The City of Windsor is investing $13 million, with funding support from the Investing in Canada Infrastructure Program (IPIC), to proceed with Phase 3 of major road, bike lane, sidewalk, sewer and watermain improvements to Cabana Road West.

Dillon Consulting Limited and Amico Infrastructures Inc. have been contracted to lead this next stage of the Cabana Road Corridor reconstruction, which began in April and will continue until the end of 2021.

The work involves widening Cabana Road West to four traffic lanes — two in each direction — from Dougall Avenue to Dominion Boulevard; replacing the sidewalks, curbs, gutters and street lighting; and adding new dedicated bicycle lanes that will be separated from motor vehicle traffic with a half-metre painted buffer zone in each direction of travel. An enhanced boulevard restoration with sodding and tree planting is also part of the corridor improvement work.

“The Cabana Road Corridor improvements demonstrate council’s commitment to expanding Windsor’s active transportation network as we build safer, better roads with improved connections between neighbourhoods for drivers, cyclists and pedestrians,” said Windsor Mayor Drew Dilkens.

“This work also advances the implementation of the Sewer Master Plan as we evaluate and upgrade the storm sewer system to improve the overall system capacity and performance.”

Improvements under this year’s contract will add about 1.5 kilometres of new bike lanes and rehabilitated sidewalks and 1.5 lane-kilometres of new asphalt roadway along Cabana Road West.

It also builds on the 1.8 kilometres of new bike lanes, rehabilitated sidewalks and 1.8 kilometres of new roads built along Cabana Road since Phase 1 of the project was launched in 2016 starting at the intersection of Provincial Road.

Other major Cabana Road West improvements to be undertaken over the next eight months include the following:

  • Installing new storm sewers and private drain connections along Cabana Road between Mount Carmel Drive and Dougall Avenue
  • Installing new watermain and service lines along Cabana Road and side streets between Northway Avenue and Dougall Avenue
  • Converting Longfellow Avenue to a one-way street, open to northbound traffic

This work is a continuation of a multi-phase $46-million investment to rebuild the Cabana Road Corridor — the only continuous east-west arterial roadway in South Windsor — from Walker Road to Highway 3. The final stage of this project, which covers Cabana Road East from Walker Road to Provincial Road, is currently planned for tendering in 2023.
