City of Niagara Falls announces new planning and building director

The City of Niagara Falls has appointed Kira Dolch as the director of planning, building and development, effective Jan. 17. Dolch joins the city following the retirement of Alex Herlovitch.

Dolch most recently held the position of Director of Planning and Development Services at the Town of Fort Erie.

“We are pleased to welcome Ms. Dolch to the City of Niagara Falls at an exciting time when the city is poised for significant growth and new business development including new investment projects such as the construction of the new South Niagara Hospital,” said Chief Administrative Officer, Jason Burgess. “Ms. Dolch’s leadership skills and knowledge will be essential to the building and development of our community and in guiding the planning of Niagara Falls’ future”.

Dolch is a graduate of Brock University, with a Honours Bachelor of Arts Degree in Urban and Environmental Studies and has more than 22 years of experience and a proven track record in land use planning in the private and public sectors.

After starting her career as planner for the Town of Niagara on the Lake, she worked with BLS Planning Associates and joined Fort Erie in 2003 as a senior development planner and was promoted to successive positions including the manager of development approvals, associate director of planning and development services and the town’s director in 2020.

Dolch is a past recipient of the Ontario Planners Institute member service award where she served a three-year term as the district chair. She is registered planner with the Ontario Professional Planners Institute, a member of the Canadian Institute of Planners and an accredited member of the Congress of New Urbanism.
