TBPL Library Facility Needs Assessment

Detail Of Services: The consultant will need to evaluate three scenarios and determine the best path forward to achieve the long term sustainability of transforming the library to meet the strategic plan. First scenario would be to assess the two aging facilities (Waverley and Brodie) and determine what would be required to ensure the facilities can be upgraded and rejuvenated to ensure that the library can meet its strategic objectives for the near and long term. A determination if sufficient space exists within the two existing libraries would be needed. A major objective by the leadership is to transform the library image into a Community Hub, while adding more modern advancements to allow the facility to provide the required technological services that are needed to support the community. This would include incorporating current library trends and best practices. The other 2 libraries would remain relatively unchanged and for the purpose of this RPF can be considered to remain status quo. The second scenario would be to sell the two facilities – Waverley and Brodie and create and build a new consolidated space that would be more suited to meet the short and long term objectives of the TBPL. This space would need to be in a suitable location to ensure that the community is still serviced based with the removal of the two legacy locations in the North and South core, while taking into account that the new location could also provide additional areas that were previously not easily accessible to the existing locations. For this scenario we need to consider the value of the current 2 libraries. The third scenario would be to sell the two facilities at Waverley and Brodie and create and acquire (by lease or purchase) an existing space that would be more suited to meet the long term objectives of the TBPL. This space would need to be in a suitable location to ensure that the community is still serviced based on the removal of the two legacy locations in the North and South core. For this scenario we need to consider the value of the current 2 libraries.
