Toronto council approves largest annual capital budget in Toronto Water’s history for third consecutive year

Toronto council has approved the 2022 capital budget for Toronto Water, Solid Waste Management Services and Toronto Parking Authority (TPA) with new investments in infrastructure.

The 2022 Toronto Water capital budget will include funding for construction of new assets and the renewal of existing infrastructure to deal with the impacts of significant city growth and aging infrastructure including:

  • a 2022 capital budget of $1.4 billion, the largest capital program delivered by Toronto Water in its history, following two years of historic investments of more than $1 billion each year
  • a 10-year capital plan of $15.1 billion that fully meets Toronto Water’s needs over the 10-year capital budget planning horizon.

The Solid Waste Management Services 2022 capital budget supports solid waste infrastructure and the continued development of renewable energy infrastructure to reduce greenhouse gas emissions including of:

  • a 2022 capital budget of $69.7 million
  • a 10-year capital plan of $849.1 million.

The 2022 operating and capital budget for the Toronto Parking Authority includes:

  • a capital budget of $35.2 million
  • a 10-year capital plan of $201.5 million.

“For the third year in a row, we have approved highest amount ever invested in capital infrastructure in the history of Toronto Water,” said Mayor John Tory. “This is the right thing to do. The approved 2022 Toronto Water budget will invest $1.4 billion in basement flooding protection programs, watermain replacement and rehabilitation, and stormwater management.”

For three years in a row, the city has invested more than $1 billion in the water, wastewater and stormwater system – part of a more than $15 billion in infrastructure approved over the next 10 years.
