Town of New Tecumseth selling municipal properties to pay for new admin centre

New Tecumseth council has voted to sell municipally-owned properties at 10 and 14 Wellington St. E., and 13 Church St. S. Listings for the two sites should be available by Nov. 4 and the deadline for bids will be Jan. 31, 2022 at 11 a.m.

Bidders will be asked to outline their proposals to repurpose the properties, but these plans won’t be binding.

“The concept is to get some possible creative ideas, but some ideas from the builders and developers that are out there, suggesting what they think might be suitable for our community,” Lori Bedford, general manager of corporate services, said at a recent council meeting.

Proceeds will help fund a new, $20-million administration centre currently under construction at 25 Albert St. W.

Matheson Constructors won the $14.5 million construction contract to transform a former elementary school into a new administration centre. Construction is expected to be completed in August 2022.

The lands identified within the bid document encompasses the main Administration Building and 13 Church Street South (Building Services Department) both located on the same property and 14 Wellington St., which is currently a parking lot.

“With the lands being located within Alliston’s Downtown Core, it is important that any proposed development of these lands supports the Town’s Official Plan, Strategic Plan and helps to maintain a balance between residential and commercial mix. The development should support the Town’s heritage making it a community that is desirable to live, work and play,” Deputy Clerk Barbara Kane wrote in a report.

“The proposed development should be a “good fit” for the community.”

Bids must include a summary of:

  • Profile of the purchaser including summary of development experience
  • Description the proposed plans for the site including proposed amendments to the Town’s By-laws and all applicable legislation including the County of Simcoe’s Official Plan
  • Project timeline (i.e., construction, implementation dates, occupancy dates, etc.)
  • Draft concept plan/sketch illustrating future use of the site
  • Source of funds
  • Description of community benefit

The bid process will be administered by Coldwell Banker Ronan Realty with final bids being submitted to the “Offer Evaluation Committee.”

All interested parties will be required to submit their final bids on or before January 31, 2022 at 11 a.m., directly to Coldwell Banker Ronan Realty.

The proposed closing date of the sale transaction is Jan. 2, 2023 with the town having the option to extend the closing for three additional periods of 45 days each.
