Phase two of the Provincial/Division Corridor project in Windsor has been completed, Mayor Drew Dilkens announced. Officials celebrated completion of $8.9 million in underground work.The overall $76-million infrastructure project expected to last 10 years includes reconstructing and improving one of Windsor’s most important commercial/industrial corridors.
Windsor council adopted the Provincial/Division Corridor Environment Assessment in 2007.
“Council made a substantial investment into the multi-year Provincial/Division Road Corridor Project recognizing the area has experienced a significant increase in traffic volume in recent years, largely due to the tremendous growth in the development of nearby commercial and residential centres,” Dilkens said.
“Completion of Phase 2 helps us deliver on our promise to fix Windsor’s roads by improving drainage and infrastructure, improving safety, reducing traffic congestion, cutting travel times, and increasing active transportation for residents now and well into the future.”
Phase 1 saw approximately $11 million invested for construction of the Cabana-Provincial intersection between 2012 and 2013.
Phase 2 was construction of the North Roseland Pump Station at Captain Wilson Park over the last year, including:
- New trunk storm sewer on Provincial Road outlet to Sixth Concession Drain;
- New trunk storm sewer crossing CN Railway to North Roseland pump station;
- Underground storm water management facility in Captain Wilson Park;
- Oil and grit separator for water quality control; and
- Cleaning and regrading Sixth Concession Drain between Monarch Basics site and North Roseland pump station, and relining aged Sixth Concession Drain culver crossing CN Railway.
Phase 3 will happen from 2022 to 2023. It will include storm sewer and water main construction from Sixth Concession Drain to Sixth Concession Road and construction from Provincial-Sixth Concession intersection and Sixth Concession between Cabana and CN Railway.
Phase 4 will span 2024 to 2025-plus. Provincial Road construction work will include Lone Pine to Lowe’s intersection, east of Lowe’s to Walker Road, and remaining construction work from Cabana Road East to Grand Marais Drain.
The 2022 City of Windsor budget includes $31 million for infrastructure improvements. The updated capital plan invests about $1.7 billion in public infrastructure renewal over the next decade. About $510 million is proposed to be spent on road infrastructure improvements. These investments are Delivering Results while respecting taxpayers.
“Through this project, we are making critical and significant infrastructure investments that will add drainage as well as transportation infrastructure capacity through this corridor. This project, once completed, will improve mobility for all users including pedestrians, cyclists and transit riders across the city, but particularly for people living in Windsor’s Southeast. Looking forward to continuing to build on the progress we are making investing in a sustainable community,” said Councillor Kieran McKenzie.
