$33.5-million Windsor development to add 48 condo units, new Roseland clubhouse

A $33.5-million investment will bring new housing and upgraded recreation facilities to Windsor, as municipal leaders and private partners advance the latest project under the city’s housing strategy.

“The Residences at Roseland,” project will be paired with construction of a new Roseland Golf Club clubhouse.

It’s the third major development approved under the city’s Housing Solutions Made for Windsor (HSMFW) initiative, which prepares municipally-owned land for residential construction. Windsor’s target is to build 13,000 new homes by 2031.

Windsor developmentThrough a Prequalification/Expression of Interest process, the joint venture between Valente Development Corporation (Valente) and Bear Construction and Engineering Inc. (Bear) was selected as the successful respondent. The Roseland site is a key property under the Housing Solutions Made for Windsor (HSMFW) strategy, which focuses on making shovel ready municipally owned lands that show high potential for residential housing developments.

The HSMFW strategy is aimed at increasing housing supply across Windsor to support current and future growth and development while also supporting the city’s commitment to help facilitate development of 13,000 homes by 2031.

A four-storey condominium building with 48 units ranging from 700 to 1,555 sq. ft. was designed with traditional face brick and limestone accents, the building will blend with the surrounding neighbourhood.

Planned amenities include a golf simulation room, event space, sauna, secure storage and electric vehicle charging. The development will also provide 83 parking spaces, including 72 underground.

In tandem with the residential project, the city has retained Bear Construction and Engineering to deliver a new Roseland Golf Club clubhouse under a design-build contract, with a footprint of 5,600 square feet, along with about 2,000 square feet of covered patio space. Plans include administrative offices, meeting rooms, a golf academy teaching area, food and beverage services and other amenities.

The broader project also includes reconstruction of the parking lot to provide more than 200 spaces, along with upgrades to the pro shop, halfway hut and bag drop area. The design reflects feedback gathered during public consultations.

Site servicing work has been completed to allow the golf course to remain operational during construction. Demolition of the existing clubhouse is underway, with completion targeted for August 2026.

Construction of the residential building will begin once demolition is finished, while substantial completion of the new clubhouse is expected by late summer or early fall 2027.

Proceeds from the sale of the residential lands will help fund the design and construction of the new clubhouse.
