City of Windsor to invest $12M in road rehabilitation across Wards 2, 3 and 4 in 2026

The City of Windsor is moving ahead with approximately $12 million in road rehabilitation, reconstruction and resurfacing projects across Wards 2, 3 and 4 in 2026 as part of a broader capital investment program.

Funding is included in the city’s 2026 budget, which includes more than $317 million in capital spending and $163.8 million dedicated to roads.

Officials say the work will include a mix of milling and paving, full reconstruction, and underground infrastructure upgrades, with projects aimed at extending the lifespan of roads by 10 to more than 20 years.

The 2026 budget was approved with a 0 per cent municipal tax levy increase and includes a $2.26 billion 10-year capital plan.

Windsor development roadsWard 2 –$4.7 million

  • College Avenue — Lena Avenue to Brock Street (reconstruction, watermain, sidewalks, curbs, May–Sept. 2026)
  • Peter Street — Mill Street to South Street (reconstruction and mill & pave, May–Sept. 2026)
  • South Street — Peter Street to Bloomfield Road (reconstruction and mill & pave, May–Sept. 2026)
  • Wyandotte Street West — Sunset Avenue to Huron Church Road (full mill & pave, June 2026)
  • Wyandotte Street West — Cameron Avenue to Campbell Avenue (reconstruction, fall 2026)
  • Campbell Avenue (west side) — University Avenue West to Wyandotte Street West (mill & pave, June–Aug. 2026)

Ward 3 –$4.5 million

  • Erie Street — Janette Avenue to Ouellette Avenue (reconstruction, March–June 2026)
  • Caron Avenue — Wyandotte Street West to Elliott Street West (watermain, mill & pave, May–Sept. 2026)
  • Windsor Avenue — Giles Boulevard East to Shepherd Street East (reconstruction and resurfacing, May–Sept. 2026)
  • Pitt Street East — Ouellette Avenue to Goyeau Street (mill & pave, Oct. 2026)
  • Giles Boulevard East — McDougall Street to Howard Avenue (watermain and resurfacing, post–Tour Di Via Italia, June–Sept. 2026)
  • Shepherd Street West — Victoria Avenue to Janette Avenue (reconstruction, fall 2026)
  • Goyeau Street — Riverside Drive East to Park Street East (mill & pave, May–June 2026)
  • Riverside Drive East — Goyeau Street to Aylmer Avenue (reconstruction, May–June 2026)

Ward 4 – $2.8 million

  • Chilver Road — Assumption Street north to cul-de-sac (mill & pave, watermain, June 2026)
  • Riverside Drive East — Aylmer Avenue to Devonshire Road (mill & pave and reconstruction, May–June 2026)
  • Giles Boulevard East — Howard Avenue to Langlois Avenue (watermain and resurfacing, June–Sept. 2026)
  • Parent Avenue — Erie Street East to Giles Boulevard East (mill & pave, June–Sept. 2026)
  • Lens Avenue — Woodlawn Avenue to Hall Avenue (reconstruction, fall 2026)

Mayor Dilkens says the spending reflect a “long game” approach to infrastructure renewal, noting the program is part of what the city describes as its largest road rehabilitation effort in its history.

“Investing Responsibly is about empowering progress… ensuring that Windsor remains one of the most affordable communities in Ontario,” Dilkens said.

Windsor’s annual capital investment has increased 162 per cent since 2016, with additional spending also directed toward sewers, transit, parks and major development areas, including lands tied to the NextStar Energy battery project and the future Fancsy Family Hospital site.

Construction timelines for most projects are expected to run through spring, summer and fall 2026.
