Niagara Regional Road 81 Intersection Improvements Environmental Assessment

Detail Of Services: This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2024-RFP-250 Consulting Assignment to Undertake a Municipal Class Environmental Assessment Study for the Intersection Improvements of Regional Road 81 (St. Paul Street West) at Vansickle Road in the City of St. Catharines, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). Project Background: Regional Road 81 (St. Paul St. West) and Vansickle Road is an all-way Stop controlled intersection within the City of St Catharines. St. Paul St. West Street is a two-lane west-east regional roadway abutting to mostly agricultural lands to the west of the intersection and residential land use to the east. Vansickle Road is a two-lane urban municipal arterial road that extends from Fourth Avenue to the north to Pelham Road to the south. A considerable grade exists on the north leg of this intersection along with a building with a minimal setback on the northwest quadrant. Regional Road 72 (Louth Street) is another north/south major corridor east of Vansickle Road. This Request for Proposal (RFP) seeks engineering services to prepare a Schedule B Municipal Class Environmental Assessment (MCEA) or an EA-like feasibility study (if classified as exempt) for intersection improvements at Regional Road 81 (St. Paul St. West) and Vansickle Road. The study should address road capacity, recommend road safety countermeasures, evaluate intersection control options (including the feasibility of signalization or a roundabout), and assess existing and future travel demands.
