Detail Of Services: .1 The following section is intended to provide the Supplier with an understanding of the specific parts of the project as developed by the City in conjunction with the Appendices. These tasks are considered to be base scope. Where there is a conflict, the provisions in this section shall take precedence. .2 The scope of work under CR includes but not limited to the following: a) Review of construction sequencing and confirm if this is the best option or other alternate sequence could provide easier construction. b) Review of the Impact of the proposed construction schedule and sequence on plant operations to maintain their targeted operating capacity during all construction and transition and identify any construction sequence issues. c) An update of the risk register focused on construction aspects. Characterization of risks, consequences and likelihoods of happening. d) An analysis of capital cost estimates using risk-based estimating. e) An analysis of the impact of risk components on schedule. .3 It is the City’s objective to include a risk-based approach to estimating of capital cost and schedules as part of the CR Workshops. The Successful Proponent will use estimating methods to evaluate uncertainty and sensitivity in costs and schedule. .4 Prior to the workshop the CR consultant will be provided with the following materials. a) 70% design submission b) Information regarding pre-purchased or pre-selected equipment, if applicable c) Design data and details regarding major equipment or structural components d) Capital, operating, maintenance, and asset lifecycle cost estimates e) Selected technical memo and a f) HAZOP Review update, if available g) An updated project schedule .5 Upon award of the assignment, the Successful Proponent shall make arrangements for the orientation meeting with the City and the Design Consultant. The purpose of the meeting is to review logistical details and information needs, confirm City’s team, the overall project schedule, as well as the schedule for the two sets of CR workshops as specified in the RFP. The Successful Proponent shall prepare an agenda for the meeting. .6 Site visit by the successful proponent’s SMEs to be conducted in virtual settings as part of the base scope. The detailed virtual tour of the site using 3D model walkthrough, showing the existing and proposed facility and associated restrictions will be provided by the design consultant. Should an in-person site visit be required, additional efforts and speciality expenses will be paid from the Provisional Cash Allowances. .7 The duration of each CR session/workshops is to be maximum of five (5) days. This includes introductory session, detailed review, presentation of review findings, discussion on design consultant’s response and implementation analysis. .8 CR List of Activities The following provides a proposed list of CR activities containing the minimum requirements. Proponents may add additional activities, if required. These activities apply to both FBI and LTRU Projects separately.
