EBC Inc. has been awarded a $178-million fixed-price contract to expand the Quinte Detention Centre in Greater Napanee, Ont.

Infrastructure Ontario (IO) and the Ministry of the Solicitor General selected the contractor following a competitive procurement process that began in October 2024.

The project will add accommodation for 91 inmates, bringing the facility’s total capacity to more than 300. The expansion will increase capacity for female inmates and provide additional space for recreational services and key operational areas.

Planned work includes expansions to health services and the infirmary, admissions and discharge, reception and visitation, and the Institutional Crisis Intervention Team area. The project will also include staff and executive administration facilities, new public and staff entrances, and additional parking for staff and visitors.

Construction is expected to begin later this year.

The expansion is part of the Ontario government’s plan to increase capacity at several adult correctional facilities to address short- and long-term accommodation needs and support staff and inmate safety.

The project is being delivered using a design-bid-build model, which gives the owner greater control over the project and flexibility to respond to changing conditions.
