Groundbreaking marks start of construction on 48 new homes at Pelissier Park

Construction is underway on a $16.8 million housing development that will bring 48 new residential units to downtown Windsor.

An official groundbreaking of the three-storey Pelissier Park townhouse development was held Aug. 10.

The project is the first development under the City of Windsor’s Housing Solutions Made for Windsor initiative to move into construction.

Led by Pelissier Park Ltd., a partnership involving BK Cornerstone Design Build, Philip Fernandes Designs and Realty ONE Group Iconic, the development will include 32 two-bedroom townhome suites with single-car garages, eight accessible one-bedroom suites and eight affordable one-bedroom suites.

The development is planned to transform an underused city property into a new residential community in Windsor’s downtown core.

Integrated parking, private second-floor terraces and elevated living spaces are included in the design and homes are also being built to Energy Star standards, with an emphasis on long-term sustainability and energy efficiency.

Pelissier Park was the second major development announced through the city’s housing initiative and is now the first to begin construction.

The project also supports the city’s Strengthen the Core: Downtown Windsor Revitalization Plan, which seeks to encourage new investment, housing and activity in the downtown area.

It’s one of several housing projects the city has identified as part of its broader efforts to increase housing supply. Other projects referenced by the mayor include developments on Caron Avenue and Janette Avenue at Riverside Drive West, as well as The Residences at Roseland.

For the Pelissier Park development team, the groundbreaking marks the transition from planning to construction.

“Breaking ground on Pelissier Park is a proud moment for our entire team and an important milestone for Housing Solutions Made for Windsor,” said Brent Klundert, owner and developer of Pelissier Park and president of BK Cornerstone Design Build.

“As the first project to begin construction under the program, it demonstrates what can be accomplished when the city and the development community work together with a shared purpose,” he said.

The plan includes a pedestrian-focused layout, landscaped streetscapes, accessible suites and private terraces, they said, with the goal of balancing density with livability.
