The Region of Waterloo has approved a multi-phase approach to redevelop the former Charles Street Terminal site in Kitchener. The long-term vision for the block includes building community spaces, public areas, connections to transit and Victoria Park, and new affordable and market rate housing.

Currently, the site is being prepared for additional technical work, with fencing being installed around the property.

A phased approach means the site is redeveloped in sections over time, allowing the project to move forward in steps to:

  • reduce up-front costs and financial risk for future development partners
  • make it easier to deliver some community priorities sooner
  • alow the project to respond to changing market conditions

The Region of Waterloo and City of Kitchener have collected feedback through community pop-ups, public open houses, collaborative design workshops, small group discussions and online surveys. Input from Indigenous and downtown community members, local businesses and youth advisors has shaped the direction of the project.

Residents said that they want to see community uses on the site early, not just in the long term and Regional staff are exploring partnerships with not-for-profit and community organizations to bring uses into Phase 1.

“Thank you to the community for the thoughtful input they have provided throughout this process,” said Karen Redman, regional chair. “Having many perspectives to shape this project has been invaluable and ensures we are on the right path forward as we move into the next phase of redevelopment.”
