Lambton College announces partnership to build new student residence

Lambton College has signed a deal with a private equity firm and a construction company to build and operate the long-planned college residence.

The residence, which is expected to open in September 2027, is being developed through a public-private partnership (P3) with Tilbury Properties Corporation and Fengate Asset Management, who will design, construct, finance, operate, and maintain the residence.

“Tilbury’s roots are in southwestern Ontario, providing our team with a unique understanding and appreciation for Lambton College’s place in its community,” said Michael Kaye, Partner, Tilbury Properties Corporation. “It is with tremendous excitement that we announce this partnership with Lambton College – a partnership that will transform the College’s on-campus housing and ultimately support the experience, academic success, and overall well-being of Lambton College students for decades to come.”

“This residence is more than a building; it’s a commitment to Sarnia-Lambton and the students who will shape its future as workers and community members,” said Rob Kardas, President & CEO, Lambton College. “Having this purpose-built student housing will support us in attracting new students to our community, and it will also help us show them the fulfilling lives they can have if they stay.”

The College began preparing for a new residence in 2021 when it paid off all of its long-term debt. Supported by Ernst & Young LLP (EY Canada), the College then launched a four-year due diligence process. A market demand analysis was used to determine the right number and mix of units to responsibly meet student demand and provide desired amenities, while a long-term financial analysis of development options identified that a public-private partnership would best support Lambton College’s financial sustainability.

The residence will be a five-storey building on the north end of campus towards London Road in the green space to the east of the EarlyON Centre. It will provide students with a mix of hybrid and apartment-style suites, including kitchen facilities. Communal spaces, lounges, and outdoor patio space will ensure students have the built-in social opportunities that build networks and inspire lifelong friendships. Quiet study spaces will support students in their career-focused education.

Tilbury and Fengate will finance the project and oversee construction, with Teeple Architects completing the design and Ball Construction undertaking the build. It is expected that Ball Construction will begin site preparations at the end of June.

“Lambton College was the first college in the Ontario system to offer student residence, and we are becoming forerunners in this space once again with this partnership,” said Kardas. “We can’t wait to see how many stories of student and community success begin within the walls of our new residence.”
