National Defence Housing Construction Program: 2026 project scope

Program Overview

The Housing Construction Plan is a national, multi‑site initiative designed to support the delivery of new residential housing for members of the Canadian Armed Forces. The program aims to address current shortfalls by adding modern, high-density residential units across the country.

Execution of these projects is conditional upon receiving formal approval to proceed from the Department of National Defence (DND).

Phase 2: Spring 2026 Solicitations

The following projects are anticipated to initiate the solicitation process in Spring 2026. Design and construction will focus primarily on one- and two-bedroom apartment buildings using modern construction methods.

Procurement Information

  • Contract Model: Most projects will utilize a Modified Design-Build approach to expedite delivery.
  • Buying Canadian: Contracts will prioritize Canadian-sourced steel, lumber, and aluminum products.
  • Indigenous Benefits: Solicitations will include mandatory Indigenous benefit target percentages for subcontracts.
