Oakville hosting Oct. 22 open house on new community planning permit system

The Town of Oakville is inviting developers, builders, and planning professionals to a public open house on Wednesday, Oct. 22, 2025, at 6:30 p.m. at Town Hall to review the proposed Community Planning Permit System (CPPS). The system is designed to streamline development approvals and make the land-use process more efficient.

A Community Planning Permit (CPP) System allows the town to issue development permits through a single application, replacing separate rezoning, site-plan, or minor variance applications. This one-approval approach enables the town and developers to work together efficiently to achieve mixed-use development, affordable housing, and sustainable design, as outlined in Oakville’s Official Plan.

Before passing a CPP by-law, the town is required to update its Official Plan. Consultation on policies enabling a CPPS took place through the Midtown Oakville Growth Area Review. On Feb. 18, 2025, Council adopted the Midtown Oakville and Community Planning Permit System Official Plan Amendment (OPA 70), which is now with the Minister of Municipal Affairs and Housing for approval.

On June 5, 2025, the town held a public open house to share key directions for preparing the Midtown Oakville Community Planning Permit By-law. Additional guidance was provided through Item 8.1 of the July 8 Planning and Development Council Meeting. The town has also prepared a Housing Needs Assessment and an Inclusionary Zoning Financial Viability and Housing Market Impact Analysis, which will inform potential inclusionary zoning within the CPPS.

Key initiatives at the open house will include:

  • Midtown Oakville: Draft Community Planning Permit By-law implementing OPA 70 policies for development in designated CPP areas.
  • Bronte Village: Draft Official Plan Amendment and CPPS by-law to guide future development consistent with the Livable Oakville Plan.
  • Inclusionary Zoning: Proposed amendments that could require affordable housing in new residential developments in major transit areas, including Midtown Oakville and Bronte GO.

The open house will allow attendees to review draft materials, speak with staff, and provide feedback. An online public survey will also be available.

Updates and staff recommendations will be presented at the Planning and Development Council meeting on Nov. 3, 2025.
