Outfitters fined for unauthorized construction on public lands

Ontario Construction News staff writer

Two outfitters and one individual from Northern Ontario have been fined a total of $2,000 for the following public land violations:

  • Double R Outfitters of Cochrane pleaded guilty to failing to comply with the conditions of its land use permit. The outfitter was fined $750.
  • Paradise Lake Outfitters of Cochrane pleaded guilty to failing to comply with the conditions of its land use permit. The outfitter was fined $750.
  • Rodney Charpentier of Cochrane pleaded guilty to constructing a building on public lands without the required work permit. He was fined $500 and was ordered to apply for the required work permit.

The Ontario Court of Justice heard that ministry staff were conducting routine compliance inspections of commercial outpost cabins and registered traplines located north of Cochrane.

  • During the inspection, ministry staff determined that each of the three parties had completed construction work on public lands without obtaining the required ministry authorization:
  • Double R Outfitters constructed multiple additions to a commercial outpost cabin on North Burntbush Lake.
  • Paradise Lake Outfitters constructed a new cabin and storage shed at its commercial outpost cabin on Monday Lake.
  • Rodney Charpentier constructed a shed on his trapline near the Mikwam River.

Justice of the Peace T. Leonard Ellery heard the case in the Ontario Court of Justice, Cochrane, on September 1, 2026.
