The City of Greater Sudbury has chosen PCL Construction as the construction manager for the Cultural Hub at Tom Davies Square, a key component of the city’s downtown revitalization.
The selection followed a Request for Proposal (RFP) issued on Feb. 26, and a thorough evaluation process. The project, approved by City Council in November 2023, will retrofit 200 Brady St. and 199 Larch St. to house a new Central Library, the Art Gallery of Sudbury, and the Sudbury Multicultural and Folk Arts Association.
Tony Cecutti, Strategic Projects Lead for the city, said PCL was chosen for its experience and proven record with complex civic projects. “The Cultural Hub will serve as a cornerstone of our downtown revitalization efforts, creating a contemporary, inclusive space that fosters connection, creativity and community engagement,” he said.
Founded in 1906, PCL Construction is one of Canada’s largest and most respected construction firms, known for delivering municipal administration centres, cultural institutions, libraries and major health care facilities. Its Sudbury office brings local insight and regional expertise to the project.

Construction is expected to begin in Fall 2025. Once completed, the Cultural Hub will provide residents with centralized access to cultural, educational and community services, supporting Greater Sudbury’s commitments to accessibility, environmental sustainability, multiculturalism and social inclusion.
