RFPs issued for OPP Modernization Phase 3 project

Infrastructure Ontario and the Ministry of Solicitor General have invited three teams to respond to a request for proposals (RFP) to design, build, and finance 11 new detachments and one regional headquarters for Part 1 of the Ontario Provincial Police (OPP) Modernization Phase 3 project.

The three teams were shortlisted based on criteria identified in a request for qualifications process that began in May 2025. Selection criteria included design and construction experience as well as the qualified personnel and financial strength to deliver a project of this size and complexity.

The shortlisted teams and their prime team members are:

oppAmico Secure Ontario

  • Applicant Lead: Amico Design Build Inc (75%), Tom Jones Corporation (25%)
  • Design Team: WZMH Architects
  • Construction Team: Amico Design Build Inc and Tom Jones Corporation
  • Financial Advisor: Agentis Capital Advisors

Bird Capital Limited Partnership

  • Applicant Lead: Bird Capital Limited Partnership
  • Design Team: NORR Architects & Engineers Limited
  • Construction Team: Bird Design Build Construction Inc
  • Financial Advisor: Bird Capital

oppLedcor OPP

  • Applicant Lead: Ledcor Design-Build (Ontario) Inc.
  • Design Team: Dialog Ontario Inc.
  • Construction Team: Ledcor Design-Build (Ontario) Inc.
  • Financial Advisor: National Bank Financial

Teams will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and the Ministry of Solicitor General will evaluate the proposals, select a preferred team, and negotiate a final contract. A successful bidder is expected to be announced in Spring 2027. A fairness monitor will oversee the entire procurement process.

The new detachments will replace aging infrastructure and upgrade OPP facilities. Also, a new OPP headquarters for the northwest region will be built in Thunder Bay. The new detachments will be:

  • Ignace: Northwest of Hwy 17 & 599
  • Espanola: North side of Panache Lake Road
  • Niagara: Heartland Forest Rd. at Brown Rd.
  • Wawa: Mission Rd (Hwy 101) & Hwy 17
  • Bracebridge: 690 Cedar Lane
  • New Liskeard: Hawn Drive, Temiskaming Shores
  • Kenora: South side of 14th Street North
  • Lancaster: 45 Pine Street
  • Red Lake: Hughes Crescent
  • Sioux Lookout: Northeast of Hwy 642 & Hwy 516
  • Killaloe: Wildlife Rd at Round Lake Rd & Hwy 60

Infrastructure Ontario and the Ministry of Solicitor General are working with OPP on the project.
