The request for proposals (RFP) stage for the Eglinton Crosstown West Extension (ECWE) Stations, Rail and Systems (SRS) package has closed, marking a significant step towards the project’s realization. The 9.2-kilometer extension includes seven stations along the existing Eglinton Crosstown LRT line, connecting Mount Dennis Station to the existing Mount Dennis Station.

Three teams were prequalified and invited to submit proposals in September 2024. The shortlisted teams, as announced by Infrastructure Ontario and Metrolinx, are:

  • Integrated Transit Partners: A consortium led by Sacyr Canada Inc., NGE Contracting Inc., and Clearway Construction Inc., with design support from Hatch Ltd., Egis Canada Ltd., and Weston Williamson Partners Ltd.
  • Trillium Rail Partners: A partnership between Amico Major Projects Inc., Alberici Constructors, Ltd., and Acciona Infrastructure Canada Inc., with WSP Canada Inc. as the design team.
  • WestEx Transit Solutions: A joint venture of Aecon Infrastructure Management Inc., Pomerleau Major Projects Inc., and Flatiron Dragados Canada, Inc., with design work led by AtkinsRéalis Canada Inc. and Arcadis Professional Services.

Infrastructure Ontario and Metrolinx are currently evaluating the proposals. The selected team will enter into a development phase with Metrolinx, anticipated to begin in summer 2025. This collaborative phase will focus on finalizing the scope, risk allocation, and pricing of the SRS package.

The ECWE project is delivered through various P3s, progressive design-build, and traditional procurement contracts staggered for successful delivery.
