Three contractor teams have been shortlisted to compete for the major works package on the Grays Bay Road and Port Project in Nunavut.
WKR said the teams were selected through a Request for Qualifications (RFQ) process that was publicly issued June 1, 2026.
The shortlisted respondents are Kiewit Construction Services ULC, with North American Construction Group, Hatch, WSP and Thurber Engineering Ltd.; Arctic Passage Partners GP, a partnership between Ledcor and Bird Construction, with Parsons Corporation, Associated Engineering, Tetra Tech, Baird & Associates, PND Engineers Inc. and Alietum Ice Inc.; and Grays Bay Infrastructure Partners, a partnership between Samsung C&T and Webuild S.p.A., with Jacobs and CIMA+.
A Request for Proposals package will be distributed to the shortlisted teams later this month. WKR intends to select a preferred proponent in March 2027.
The announcement comes shortly after WKR received notice Sept. 9 that the Grays Bay Road and Port Project had been selected for inclusion in the Canada Investment Summit Prospectus.
WKR said it appreciates the advocacy of Nunavut Tunngavik and the Government of Nunavut in highlighting Grays Bay as a nationally significant infrastructure investment.
The Grays Bay project is planned to include an all-season road and port infrastructure to connect mineral resources in the Kitikmeot region with a deep-water port at Grays Bay.
