The City of Timmins has awarded a $36.3-million construction contract for the first phase of the Melrose Heights subdivision expansion, a project expected to create 172 fully serviced residential lots over the next three years.
Timmins city council approved the $36.3-million contract with GIP-Interpaving. Construction is expected to start this fall and continue through summer 2029, with no seasonal shutdowns planned.
The project is expected to bring about 60 serviced lots to market in 2027, another 60 in 2028 and the remaining lots in 2029.
The contract includes about 2,100 metres of new municipal infrastructure, including roads and sidewalks, watermains, sanitary and storm sewers, residential servicing, street lighting and naturalized areas.
Council has also approved a zoning bylaw amendment that changes the subject lands to residential third density, allowing for immediate medium-density residential development.
The project is receiving funding from the Ontario Housing-Enabling Water Systems Fund, which will provide up to $9.2 million toward eligible water, sanitary sewer and storm sewer infrastructure.
Council also approved a $7.5-million capital budget allocation to get the project started. Additional funding requirements between 2026 and 2029 will be addressed through the city’s capital budget process and potential provincial and federal funding programs.
The city described the Melrose Heights expansion as one of its largest residential development projects in recent years.
The new serviced lots are expected to provide opportunities for future residential construction while supporting growth in Timmins and its local economy.
