Infrastructure Ontario and Windsor Regional Hospital have issued a Request for Proposals (RFP) for the first major construction contract for the new Fancsy Family Hospital in Windsor.
The $ contract, covering the five-storey Diagnostic and Treatment Block, will be delivered through Infrastructure Ontario’s Design-Build-Finance-Maintain (DBFM) model.
Two teams have been invited to submit proposals following a prequalification process that began in January 2026.
The teams are:
- EllisDon Infrastructure Healthcare: Led by EllisDon Capital Inc., with Parkin Architects as the design team, EllisDon Corporation handling construction and EllisDon Facilities Services responsible for facilities management.
- Windsor Health Infrastructure Partners: Led by Plenary Americas LP, with B+H Architects, Sacyr Canada and Amico Major Projects, and Johnson Controls Canada handling design, construction and facilities management, respectively.
The teams will now prepare proposals outlining how they would design, build, finance and maintain the facility. Infrastructure Ontario and Windsor Regional Hospital will evaluate the submissions and select a preferred proponent. The successful team is expected to be announced in fall 2027.
The Diagnostic and Treatment Block will serve as the hospital’s main public entrance and house most outpatient services and key public spaces. Its planned facilities include a Regional Cancer Care Centre, Emergency Department, critical care units, cardiac catheterization laboratories, paediatric outpatient services and a perinatal program that includes a Level II neonatal intensive care unit.
The building will also include a helipad, central utility plant, Indigenous and spiritual care services, public and retail spaces, and a Ronald McDonald House.
The Fancsy Family Hospital project will consolidate acute care services now provided at Windsor Regional Hospital’s Ouellette and Metropolitan campuses into a single facility.
The project is being delivered in three phases. Infrastructure Ontario is overseeing procurement for the final two phases through separate contracts. Contract 1 covers the Diagnostic and Treatment Block, while Contract 2 will cover the inpatient tower.
The new hospital is intended to increase health-care capacity and access to specialized services in the growing Windsor-Essex region.
