Windsor is moving forward with a concept to transform the former Windsor Arena into a pod-style transitional housing facility called “The Village at The Barn,” part of a campus-style site that will include the adjacent Homelessness and Housing Help Hub (H4).
“This supportive and transitional pod-style village is modelled after a concept that has been proven to move vulnerable populations toward stable housing in a more dignified and cost-effective manner than what is available locally today,” said Windsor Mayor Drew Dilkens. “The concept builds on work undertaken for years, through extensive public and stakeholder consultation around the creation of H4 and the exploration of a Housing Hub, to arrive at a path forward that can work for Windsor.”
The project is designed to support vulnerable populations by providing private, lockable dwellings along with communal lounges, activity rooms, clinical intake and examination areas, counselling and administrative spaces, laundry facilities, and shared outdoor greenspace. Operating 24 hours a day, seven days a week, the site would provide wraparound services and supports for individuals experiencing homelessness, poverty, addiction, and mental health challenges.
Concept designs by local firm Architecttura show how the arena could be repurposed into residential pods while linking with H4 to create shared indoor and outdoor spaces. The campus model is inspired by Avivo Village in Minneapolis, which offers low-barrier transitional housing with integrated mental health, chemical dependency, and career services.
Avivo Village has demonstrated improvements in engagement, housing stability, and health outcomes since opening, serving hundreds of individuals and supporting the transition to permanent housing.
The existing H4, located in the former Windsor Water World, functions as a 24-hour drop-in and enriched service centre.
Access to the Village at The Barn will require residents to contribute to room and board costs, possibly through Ontario Works or the Ontario Disability Support Program (ODSP). Priority will be given to individuals with the highest needs.
