Windsor to develop 48 homes on city-owned land under housing program

A second major future development has been announced under the Housing Solutions Made for Windsor program.

Developed by the 531 Pelissier Group, including BK Cornerstone Design BuildPhilip Fernandes Designs, and Realty ONE Group Iconic, the project includes 48 residential units.

Planned to Energy Star standards, the project incorporates sustainable construction practices that support energy efficiency, comfort, and long-term operating affordability for residents.

Windsor parking lot housingFollowing a competitive Expression of Interest (EOI) issued in late 2024, the 531 Pelissier Group was selected as the successful respondent of the Pelissier Street Parking Lot site (Pelissier Park).

This site was among the first municipal properties identified under the housing solution made for Windsor (HSMFW) strategy, which focuses on making shovel ready municipally owned lands that show high potential for residential housing developments.

Windsor parking lot housingWindsor mayor also identified three additional sites that are being added to the HSMFW portfolio of properties. These three sites are the former St. Michael’s Adult Education School at 477 Detroit St., part of Kinsmen Norman Road Park at 1730 Olive Rd. and the former Concord Public Elementary School Site on Raymond Avenue.

“Council continues to deliver on our promises to take a proactive role by unlocking opportunities, preparing land, and working with partners to deliver more housing where it makes the most sense and where growth can be supported responsibly,” he said.

The HSMFW strategy is aimed at increasing housing supply across Windsor to support current and future growth and development while also supporting the City’s provincial pledge to help facilitate development of 13,000 homes by 2031.

Together with the recently announced Caron Avenue Parking Lot Development project, Pelissier Park illustrates continued progress under the extensive housing initiative, advancing multiple City-owned lands toward new housing at the same time.

Our design approach focused on creating a livable, pedestrian-friendly environment that balances density with comfort, while contributing positively to the character of downtown Windsor,” said Philip and Amanda Fernandes, Philip Fernandes Designs. “Pelissier Park is a reflection of thoughtful urban design that prioritizes both people and place.”

The project received funding topping $16.8 million for a three-storey townhome development that increases density in a form that fits the scale and character of the surrounding downtown neighbourhood. The project reflects midscale housing that bridges the gap between single homes and large apartment buildings, while supporting a people-focused street design.
