Infrastructure Ontario (IO) and Trillium Health Partners (THP), in partnership with the Ontario government, have awarded a fixed-price contract of $13.9 billion to ED+PCL Healthcare Partners to design, build, finance and maintain The Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children.
The project, the largest healthcare infrastructure investment in Canadian history, will fully replace the existing Mississauga Hospital with a modern, state-of-the-art facility designed to meet the growing health care needs of the Mississauga and Etobicoke communities.
The ED+PCL Healthcare Partners team includes:
Applicant leads: ED+PCL Healthcare Partners
Design team: Parkin Architects, Adamson Associates, and Jodoin Lamarre Pratte architectes
Construction team: A joint venture between EllisDon Corporation and PCL Constructors Canada Inc.
Financial advisors: EllisDon Capital and PCL Investments Inc.
Delivered using a progressive public-private partnership (P3) model, the project promotes collaboration in design development, pricing, risk management, and scheduling. IO and THP signed a Development Phase Agreement with ED+PCL Healthcare Partners in March 2023, following a competitive procurement process launched in April 2022. The fixed-price contract was finalized on July 10, 2025.
Construction is now underway and is expected to be completed in 2033.
“This is a historic moment for health care in Ontario,” said officials from THP. “This project will allow us to deliver a new kind of health care that reflects the needs of one of the fastest-growing and most diverse communities in the country.”
As Canada’s largest community-based hospital network, Trillium Health Partners expects demand for its services to grow nearly seven times faster than the average Ontario hospital over the next two decades. The redevelopment will expand capacity, improve access to care, and incorporate the latest infection prevention standards and medical technologies.
Key features of the new facility will include:
A complete replacement of the existing Mississauga Hospital;
One of Ontario’s largest emergency departments;
A modern surgical platform with advanced imaging systems and additional operating rooms;
New diagnostic imaging, pharmacy, and clinical laboratory facilities;
A new multi-level parking structure.
The Peter Gilgan Mississauga Hospital and the Shah Family Hospital for Women and Children are central to both the Ontario government’s broader health care infrastructure strategy and THP’s long-term vision for sustainable, accessible care.
