The City of Oshawa is moving forward with plans to stimulate redevelopment and investment in its urban core, announcing a public meeting on Oct. 6 to review a proposed Community Improvement Plan (CIP) for the Central Oshawa Protected Major Transit Station Area and amendments to the existing Urban Growth Centre CIP.
The joint meeting of the Economic and Development Services Committee and the Corporate and Finance Services Committee will take place at 6:30 p.m. in the Council Chamber at Oshawa City Hall, 50 Centre Street South.
The proposed measures aim to support property rehabilitation, new development, and investment in Oshawa’s central urban areas. The plan includes a city-initiated amendment to the Oshawa Official Plan to establish a new community improvement project area around the Central Oshawa transit hub, enabling a range of municipal programs and financial incentives to encourage redevelopment.
Initiatives under consideration include:
- Financial incentive programs for property owners and developers to stimulate redevelopment and modernization of buildings within the transit station area.
- A municipal property acquisition, investment, and partnership program designed to facilitate rehabilitation, new development, and redevelopment in key urban areas.
- An amendment to the existing Urban Growth Centre CIP to introduce a similar municipal property acquisition and investment program, expanding the City’s tools to attract developers and investors.
For the construction and development industry, these programs could open opportunities for new residential, commercial, and mixed-use projects in Oshawa’s growing urban core, particularly near the major transit station where increased density and improved infrastructure are planned.
Members of the public and industry stakeholders are encouraged to participate. Written comments must be submitted by 4:30 p.m. on Sept. 30 to Legislative Services at cl****@****wa.ca
Those wishing to speak at the meeting should submit their request by 12 p.m. on Oct. 3. Comments received by 4 p.m. on Oct. 3 will be provided to committee members at the meeting.

Decisions on the Official Plan amendment and the new and amended CIPs are subject to statutory appeal periods under the Planning Act and the Ontario Land Tribunal. Officials have emphasized that these plans are a key step in its broader urban growth and transit-oriented development strategy, positioning Oshawa’s central areas for investment, revitalization, and long-term economic growth.


Hi, My name is Baila Abdul basit. I am a resident of north oshawa ( UC) builders homes at windfield farm drive west. Just want to submit a suggestion that every household should be fined if they don’t take care of their front areas/ green area/ lawns. The houses are so close to eachother that they destroy the look of the neighbouring houses besides being a big nuisance for the neighbors. So such households should be held responsible and should be fined for long grass, garbage bins outside in front of the garages and scattered garbage in the area.It is indeed a source of depression especially on weekends when guests come and have a bad impression of the area. Plz do some sort of legal action against all such spoilers. Thankyou for taking out time to read the msg. Hope to hear some effective measures to be taken soon.
