The request for proposals (RFP) stage for the first phase of the Stevenson Memorial Hospital redevelopment has officially closed, marking a major step forward in a project that will significantly expand and modernize health-care services in the fast-growing community.
Three construction firms — EllisDon Corporation, Ledcor Construction Limited, and Pomerleau Inc. — submitted bids and proposals will now undergo a detailed evaluation, with a winning bidder expected to be announced in early 2026, pending final approvals. A fairness monitor is overseeing the procurement process to ensure it remains transparent and competitive.
Construction will begin once a preferred bidder is selected and contracts are finalized.
The project is being delivered through a partnership between Infrastructure Ontario, Stevenson Memorial Hospital, and the Ministry of Health.
Phase 1 of the redevelopment will see the hospital’s footprint expand to approximately 146,200 square feet, replacing and enlarging its acute care areas and support functions. Plans call for a modern, wrap-around facility designed to improve patient care and access, with major features including:
- a 24-hour emergency department
- surgical suites
- obstetrics and birthing unit
- inpatient medical and surgical unit
- diagnostic imaging
- a pharmacy and laboratory
- specialized areas for environmental services, materials management, and medical device reprocessing
The redesign emphasizes natural light, green spaces, and enhanced patient comfort, including 100 per cent private inpatient rooms. A new helipad, expanded parking, and refreshed gardens are also part of the plans.
Stevenson Memorial first opened in 1928, and the current facility was built in 1964. That building was designed to handle about 7,000 visits per year. Today, the hospital sees nearly 40,000 annual visits — a number that continues to rise as the Town of New Tecumseth experiences rapid population growth. According to the 2021 Census, the municipality was the seventh fastest-growing in Canada, with a 28 per cent population increase since 2016.
The expansion will increase inpatient bed capacity by 20 per cent while tripling the overall size of the facility. Officials say the new spaces will reduce crowding, provide greater privacy for patients, and improve care environments for families, including birthing mothers.
