Sudbury’s DC rates jumping 17% on July 1

The City of Sudbury is encouraging builders to take advantage of current Development Charge rates before they jump 17.2 per cent on July 1. All building permits involving development charges must be issued prior to this date to take advantage of current rates. Click here to view new DC rates.

Based on Development Charges By-law 2019-100, the City’s DC rates are adjusted annually on July 1 of each year, in accordance with Statistics Canada’s Non-Residential Building Construction Price Index (Ottawa-Gatineau). DCs are collected upon completion of the building permit approval process.

recent report from Statistics Canada cites increased costs for labour and materials as the reason for this year’s rate increase. According to the report, factors influencing the cost of materials include an increased value of construction, which increased the demand for common construction materials and ongoing supply chain issues as a result of the pandemic.

In accordance with the Development Charges Act, DCs are collected from developers or landowners when a building permit is issued, allowing growth to pay for growth.

The DC rates below will come into effect July 1, 2022, for lots serviced with water and wastewater:

  • Single Family Dwellings: $22,162 per unit
  • Semi Detached Dwellings: $17,806 per unit
  • Multiples and Apartments: $12,791 per unit
  • Industrial: $3.70 per square foot
  • Non-Industrial (Commercial/Institutional): $5.56 per square foot
