Infrastructure Ontario (IO) and Lakeridge Health have invited two teams to submit proposals to design, build and finance the Bowmanville Hospital Redevelopment Project.
The request for proposals (RFP) follows a prequalification process launched in August 2024, which evaluated candidates on their design and construction capability, experience, qualified personnel and financial capacity.
The shortlisted teams are:
Bowmanville Health Partners (BHP)
- Applicant lead: Amico Design Build Inc.
- Design team: NORR Architects & Engineers Limited and Hariri Pontarini Architects
- Construction team: Amico Design Build Inc. and Tom Jones Corporation
PCL Partnerships
- Applicant lead: PCL Constructors Canada Inc.
- Design team: Diamond and Schmitt Architects Inc. and Cannon Design Ltd.
- Construction team: PCL Constructors Canada Inc.
The expansion to the Bowmanville Hospital will be almost double the size of the current hospital, enabling increased health care capacity in Durham Region. It will expand critical care services and introduce:
- Modern patient-centred design, including private rooms and bariatric rooms
- A rooftop helipad to enable rapid access to emergency services
- Level 3 Critical Care capacity, the highest level of care provided in hospitals for patients who are critically ill or injured
- Ambulatory care centre
- Haemodialysis centre
- A new parking garage supporting more convenient access for patients, visitors, staff and volunteers
The new design will incorporate additional green space, enhancing the overall well-being of patients, visitors, and the community.
Teams will now prepare detailed submissions outlining how they plan to deliver the project. Infrastructure Ontario and Lakeridge Health will evaluate the proposals and select a preferred proponent, with a contract award expected in 2026.
A fairness monitor will oversee the entire procurement process.
