The City of Windsor is inviting residents and stakeholders to provide their feedback on the future redevelopment of Municipal Parking Lot 15, located on Pelissier Street between Wyandotte Street West and Elliott Street West.

Input will be used to help guide the design of a new housing development on the site which will address the city’s growing housing demand.

As part of the Housing Solutions Made for Windsor initiative, Windsor City Council identified the Pelissier Street parking lot as a priority site for future housing development in March 2024. On November 5, the city issued an Expression of Interest (EOI) 106-24, inviting developers to submit proposals that align with the City’s vision for sustainable, inclusive, and community-oriented housing solutions.

The redevelopment is seen as a pivotal project in the city’s downtown revitalization efforts, with plans to transform the underutilized parking lot into a vibrant, mixed-use development that will help meet the needs of Windsor’s expanding population. In addition to providing much-needed housing, the project is expected to contribute to the revitalization of the city’s downtown area, directly supporting the Strengthen the Core Downtown Revitalization Plan.

“We are committed to building Windsor’s future through projects like the redevelopment of the Pelissier Street Parking Lot,” said Mayor Drew Dilkens. “This is an exciting opportunity to not only address our housing needs but to enhance the vibrancy of downtown and improve the quality of life for our residents.

“Community input is vital, and I encourage everyone to take part in the survey to share their thoughts and help guide the design process.”

To gather community feedback, the city has launched an online survey, available until December 18, 2024, on the Let’s Talk Windsor project page.

Residents are encouraged to fill out the brief survey to express their preferences and ideas for the new development. All responses will remain anonymous and will be compiled into a report that will be shared with developers to help inform their proposals.

The redevelopment of the Pelissier Street parking lot is part of Windsor’s broader strategy to meet housing demands and ensure that the city remains an attractive and sustainable place to live and work.
