Infrastructure Ontario, Windsor Regional Hospital issue RFQ for diagnostic and treatment block

Infrastructure Ontario and Windsor Regional Hospital have issued a Request for Qualifications (RFQ) for the Windsor Regional Hospital – The Fancsy Family Hospital Project: Contract 1, which covers construction of the Diagnostic and Treatment Block.

The Fancsy Family Hospital is being delivered in three phases. Windsor Regional Hospital is leading the Enabling Works, while Infrastructure Ontario is overseeing procurement for the final two phases through two separate contracts. Project partners say the segmented delivery approach reflects project requirements, current market conditions and industry feedback, and is intended to attract strong competition, deliver value for taxpayers and support timely completion.

Contract 1 includes the Diagnostic and Treatment Block and will be delivered using Infrastructure Ontario’s Design-Build-Finance-Maintain (DBFM) model.

The Diagnostic and Treatment Block is currently planned as a five-storey structure that will serve as the primary public entrance to the new hospital. It will house the majority of outpatient services and public spaces, including the emergency department with a regional trauma centre and helipad, a regional cancer centre, surgical services, a catheterization lab, women’s and children’s services with maternal newborn care, paediatrics and a neonatal intensive care unit, critical care, diagnostic imaging, laboratory services and a pharmacy.

Hospital officials say the project will expand access to care for Windsor-Essex and surrounding communities, supporting a growing population and strengthening the regional health-care system.

Contract 2, which will be procured separately, will include an in-patient tower currently planned as a nine-storey building.

The RFQ marks the first step in selecting a project team for Contract 1. Submissions will be evaluated to shortlist teams with the necessary design and construction experience. Shortlisted proponents will then be invited to respond to a Request for Proposals, which is expected to be issued in fall 2026.
