Windsor launches EOI and prequalification for Roseland Clubhouse and residential development

The City of Windsor has released an Expression of Interest (EOI) and Prequalification (No. 118-25) for construction of the Roseland Clubhouse and a residential development.

This approach allows the city to find qualified developers early and gather innovative proposals before entering into a formal Request for Proposals (RFP).

It’s the third property to be made available under the Housing Solutions Made for Windsor strategy, an initiative focused on increasing housing supply by preparing municipal lands for residential development.

To be considered, developers must complete a Prequalification submission and an Expression of Interest including the following three components:

  1. Prequalification: Developers must show they have the skills, resources, and experience to construct the new clubhouse.
  2. Expression of Interest (EOI): Developers will then present their vision for the residential development, including design concepts, business and financial plans, and a proposed purchase price for the land.
  3. Request for Proposals (RFP): Approved developers will be invited to take part in a formal RFP for the clubhouse construction.

The 455 Kennedy Drive site in South Windsor represents a unique development opportunity for residential developers. Located on parking lot lands adjacent to the Roseland Golf Course, Canada’s only Municipal Donald Ross Golf Course, this site offers potential for a residential development to architecturally complement a new Clubhouse and enhance the setting of this historic asset.

Windsor’s growing economy, strategic location as a border city, and evolving sectors like technology and green energy make it an attractive investment spot. The city’s economic prospects are bright, with forecasts predicting it to be the fastest-growing Census Metropolitan Area in Canada. The city’s rich cultural scene, recreational amenities, and comprehensive transportation network further enhance the attractiveness of the Roseland Golf Club site.

This project combines the construction of a new clubhouse for the Roseland Golf Course with the creation of new housing options. It represents another important step toward meeting Windsor’s housing targets while preserving valued community assets.
